Barcelona Newcomer Glossary: NIE, TIE, Padrón, Cita Previa and More
Plain-English definitions of the Spanish paperwork terms newcomers to Barcelona meet, with official 2026 fees, who handles each one, and which guide helps.
The short answer
NIE, TIE, padrón and cita previa are the four terms most newcomers meet first: the NIE is your identity and tax number (9.84 euros), the TIE is the residence card for non-EU citizens (16.08 euros), the padrón is your registered address, and the cita previa is the appointment you have to book for most of it. This glossary defines 18 terms in plain English, with the official 2026 fees and where to get help.
Spanish paperwork comes with its own vocabulary, and nobody explains it when you arrive. This glossary defines the terms newcomers to Barcelona actually run into, in plain English, with the fees that are fixed by law, the official body that handles each one, and the guides and professionals that can help. It was checked against official sources on 15 October 2026, and where guides and officials disagree we say so.
Start here: which terms apply to you?
There is no single order that fits everyone, because what you need depends on your passport and your visa. This is how the main terms usually line up:
- Everyone: register your address on the padrón. Barcelona's Ajuntament says you do not need legal residence to do it, and it opens up public healthcare and schooling.
- Non-EU citizens with a visa or residence permit: apply in person for the TIE card within one month. Your NIE is normally assigned together with the permit.
- EU, EEA and Swiss citizens staying more than three months: register to receive the certificado de registro, the EU equivalent of the TIE.
- Buying property or opening a tax file before you have a permit: you may need to request an NIE on its own.
- After that, as they apply: the health card, a Social Security number, a digital ID, and a gestor for tax.
Identity and residency
NIE: Número de Identidad de Extranjero
The NIE is the identity number Spain gives to non-Spanish nationals, and for tax purposes it is also your NIF: the Agencia Tributaria states that the NIF of a foreign individual is, as a general rule, the NIE. It is assigned automatically when you receive a residence document other than a visa, and can otherwise be requested on its own. The tax agency adds that holding an NIE does not by itself prove you are legally resident or allowed to work. The government fee is 9.84 euros (BOE Orden PJC/617/2025, epígrafe 5.12), paid on form modelo 790 código 012 before your appointment, and the application form is the EX-15.
If you have no NIE yet, the tax agency can issue a temporary tax number starting with the letter M, valid for three months, as long as you show you have applied for the NIE.
Who helps: an immigration lawyer for anything beyond a simple application, or a gestor for routine cases. Our guide to immigration lawyer costs in Barcelona explains what that help typically costs.
TIE: Tarjeta de Identidad de Extranjero
The TIE is the physical residence card for non-EU citizens who hold a permit to stay in Spain. You apply in person, with your fingerprints taken at the Policía Nacional documentation office for the province where you live, within one month, under Spain's Reglamento de Extranjería (Real Decreto 1155/2024). When that month starts depends on your permit: from entry into Spain for some visas, from Social Security registration for work permits, or from notification of the grant for others, so count from the earliest date if you are unsure. The fee is 16.08 euros for a first card and 19.30 euros for a renewal (BOE Orden PJC/617/2025, epígrafes 4.2 and 4.3). Picking the wrong line on the payment form can get your receipt rejected, so check it before you pay. You need a cita previa to be fingerprinted.
UK nationals who were living in Spain before 1 January 2021 also use a TIE under the Withdrawal Agreement, and the UK government recommends exchanging an old green certificate for one. If your route is remote work, our digital nomad visa guide covers how the permit and card fit together.
Certificado de registro de ciudadano de la UE: the 'green certificate'
EU, EEA and Swiss citizens do not get a TIE. If you plan to stay longer than three months you register with the immigration office and receive this certificate, which carries your NIE. The fee in the official order is 12 euros (epígrafe 4.6, form EX-18), although some guides quote different amounts, and the BOE figure is the one to rely on. Immigration firms put the deadline at three months from arrival and say the certificate is usually issued the same day if your file is complete, so confirm the details with the Oficina de Extranjería for your province. You will need to show that you work, are self-employed, study, or have enough resources and health insurance.
Padrón (empadronamiento)
The padrón is your city's register of residents, and being on it is both an obligation and a right. Barcelona's Ajuntament says you do not need legal residence to register, but you must prove your identity and that you have the use of the home, with different documents for renters and owners. You can register online through the Oficina Virtual de Tràmits or at an Oficina d'Atenció Ciutadana (OAC), and the 010 phone line can tell you which documents to bring. It matters because registration opens access to public healthcare and basic schooling, and the Ajuntament notes it is required for most procedures under immigration law. Guides distinguish between the quick volante de empadronamiento and the more formal certificado, so check which one an office is asking for.

Cita previa
A cita previa is an appointment you must book in advance, and for immigration paperwork it is the main bottleneck. Extranjería appointments are booked on the official ICP portal: choose the province where you are registered, then the procedure (for example NIE assignment or TIE fingerprints), enter your passport or NIE number, and pick a slot. Slots are released gradually and reappear when other people cancel, so checking often helps. Booking is free, and anyone selling appointments is not official. Guides disagree on whether you can book by phone, so use the portal. Other bodies run separate systems: the Ajuntament (010 or its online booking), the tax agency, Social Security offices and your local health centre.
Apostilla and traducción jurada
An apostille is a certificate under the Hague Convention that replaces the old chain of diplomatic legalisation between member countries. For Spanish documents the issuing authority is the Ministry of the Presidency, Justice and Parliamentary Relations, according to Spain's foreign ministry. Foreign documents going to a Spanish office, such as a birth or marriage certificate, usually also need a sworn translation (traducción jurada) by a translator appointed by the Spanish foreign ministry.
Who helps: a sworn translator. Our guide to sworn translation in Spain explains when you need one and what it costs.
Cl@ve and certificado digital
Cl@ve is Spain's electronic ID system for dealing with public administrations, and you can register by video call, invitation letter, in person, or with an electronic certificate. The certificado digital issued by the FNMT is the stronger option because it can sign documents as well as identify you, while Cl@ve is mainly for logging in and checking records. Guides report that you need an NIE or TIE to register for either, which is one more reason to get the NIE first. Many online procedures, from tax filings to Social Security, need one of them.

Tax, work and money
Hacienda and the Renta
Hacienda is the everyday name for the Agencia Tributaria (AEAT), Spain's tax agency, and the Renta is the annual personal income tax return (IRPF). The 2026 campaign, covering income earned in 2025, ran from 8 April to 30 June 2026, with online filing first, phone assistance from 6 May and in-person appointments from 1 June, and 25 June was the last day to set up a direct debit. If you are a Spanish tax resident, the UK government notes that you must declare assets held outside Spain and may need to file every year, and that penalties apply for missing or incomplete returns. The ministry sets the dates each year by order, so check them before you plan, rather than assuming next spring will match.
Who helps: a tax advisor or a gestor.
Gestor and autónomo
A gestor (or gestoría) is an administrative agent who files tax returns, registrations and paperwork on your behalf, and is not a lawyer. Autónomo means self-employed: you register in the self-employed Social Security regime, pay a monthly contribution called the cuota, and file tax quarterly. Our guides to what a gestor costs and to autónomo costs set out the 2026 figures.
NUSS: Número de la Seguridad Social
Your Social Security number identifies you inside the social protection system only, and it is separate from your NIE, which identifies you to the police and immigration authorities. It is assigned once by the Tesorería General de la Seguridad Social (TGSS) and stays with you for life. You request it with form TA.1 and your NIE or passport, online through the Import@ss portal or in person with an appointment. One immigration firm reports that the decision is due within 45 days, with silence treated as approval. If you take a job your employer normally handles the request, and self-employed people receive the number with their first registration.

Housing: renting
Fianza and Incasòl
The fianza is the rental deposit, and in Catalonia it is the landlord, not the tenant, who must lodge it with the Institut Català del Sòl (Incasòl) within two months of signing the contract, according to Incasòl's own page, which cites Law 13/1996. For a home the deposit is normally one month's rent. Ask your landlord for the Incasòl registration number as proof that it has been lodged. Our renting guide covers deposits, contracts and agency fees.
Housing: buying
Arras
Arras are the deposit you pay to reserve a property before the final signing, and the type matters. With arras penitenciales either side can withdraw: a buyer who backs out loses the deposit, and a seller who backs out must return double. According to idealista the usual amount is around 10 per cent of the price, and the contract must state clearly which type of arras it is, so have a lawyer read that clause before you pay.
Nota simple
A nota simple is a summary from the Land Registry (Registro de la Propiedad) showing a property's registered owner, its description, and any charges such as a mortgage. It is informational only and not a legal title: the notarised deed is what proves a sale. Requested directly from the Colegio de Registradores it costs 9.02 euros plus VAT according to idealista, while intermediary websites typically charge 20 to 30 euros, and older articles quoting lower figures are out of date. It is worth requesting one before you sign arras.
Escritura pública and the notario
The escritura pública is the notarised public deed that formalises a sale, and it is the document that proves the transaction, not the private contract or the nota simple. The notary who issues it is a neutral public official, not your advocate, as our guide to notaries explains. For a mortgage deed, the Consejo General del Notariado says the draft should be available to you at the notary's office three days before you sign, and that you can choose your own notary.
ITP: the property transfer tax
ITP (Impuesto sobre Transmisiones Patrimoniales) is the transfer tax paid by the buyer of a resale home. Since a 2025 Catalan decree it is progressive: 10 per cent up to 600,000 euros, then 11, 12 and 13 per cent on the slices above 600,000, 900,000 and 1.5 million euros, with a reduced 5 per cent rate for some primary-home buyers. Our buying costs guide has the full breakdown.
Comunidad de propietarios
The comunidad de propietarios is the owners' association that every flat in a block belongs to, and it manages the shared parts of the building. Changes that affect the facade, such as closing a balcony, need its approval and in Barcelona are also restricted by city rules, as our balcony and terrace guide explains.

Health
Tarjeta sanitaria (TSI) and the CAP
The TSI is Catalonia's public health card, issued by CatSalut, and the one requirement that applies to everyone is being registered on the padrón of a Catalan municipality. Workers and pensioners registered with the Social Security can apply online or at their CAP (Centre d'Atenció Primària, your local primary care centre), and foreign nationals without Social Security access can apply directly to CatSalut. You do not have to visit the CAP: an online application triggers checks with the municipal register and the Social Security, and if they pass you receive a provisional receipt by email with a personal identification code that gives access to public health services until the card arrives free by post. Applying in person needs your ID and a padrón certificate issued within the last three months.

Law and professionals
Abogado, procurador, gestor and notario: who does what
An abogado is a lawyer registered with a Colegio de Abogados and holding a colegiado number you can check for free on the Censo de Letrados. A procurador is the court-procedure specialist your lawyer brings in if a case goes to court. A gestor handles administrative paperwork and cannot represent you in a dispute. A notario is a neutral official who authenticates documents. Our guide to which type of lawyer you need explains how to verify a registration number before you hire anyone.
How we checked this glossary
Fees come from the BOE order that fixes them, rules come from the official body named in each entry, and where an immigration firm's guide differs from an official page we follow the official page. Procedures and appointment systems change, so confirm anything time-sensitive with the office concerned. This glossary is general information, not legal or tax advice.
Common questions
How much does a NIE cost in 2026?
The government fee is 9.84 euros, paid on modelo 790 código 012 before your appointment (BOE Orden PJC/617/2025). A lawyer or gestor charges a separate service fee if you use one.
What is the difference between a NIE and a TIE?
The NIE is your identity and tax number. The TIE is the physical residence card issued to non-EU citizens with a permit to stay, and it shows your NIE. EU citizens receive a registration certificate instead of a TIE.
Is the NIE the same as the NIF?
For foreign individuals, yes: the Agencia Tributaria says the NIF of a non-Spanish person is, as a general rule, their NIE. Someone without an NIE can be given a temporary tax number starting with M.
Do I need legal residence to register on the padrón in Barcelona?
No. The Ajuntament de Barcelona says you do not need legal residence, but you must prove your identity and that you have the use of the home.
Why is it so hard to get a cita previa for immigration paperwork?
Extranjería appointments are in high demand, especially in Barcelona, and slots are released gradually and reappear when others cancel. Booking is free through the official ICP portal, and anyone selling appointments is not official.
